Someone uses a seat from their first enrolment until they're archived. Administrators who never enrol don't use one.
Upgrade any time from Settings. Upgrades apply straight away and are charged for the rest of your billing period.
If you run out of seats, new enrolments pause until you add more — but nobody loses access and signing in is never refused.
